Despite being the brunt of many cheap jokes over the years, the good people of Belgium have had the last laugh where food and drink are concerned. So when I discovered that the owners of the new " Pierranne " restaurant in Villelongue dels Monts are Belgian, I was very optimistic. Having visited it several times now, my optimism was not misplaced. Well sited in a modern row of shops in the heart of the Alb?res village, it?s easy to find and park. Peter and Anna who, like all Flemish Belgians, speak flawless English, are very friendly, welcoming hosts, and there is a warm atmosphere in the small dining room.

Every day, on all menus, in addition to healthy Mediterranean and classic French fare there is always a Belgian speciality. This time it was chicken vol au vent, but other regular ones are Carbonnade Flamande (beef cooked in beer) or Waterzooi (a creamy chicken stew from Ghent) .
Sweets were varied, with the popular Belgian chocolate Dame Blanche or Noire, and Apple Crumble with pain epic? ice cream worthy of mention. Cheese is also an option, and this varies from day to day, too. The 32? menu runs very much along the same lines, but clearly features more expensive ingredients , such as foie gras and fillet of beef.

Wines are on a small, but well chosen list; the vast majority from producers in the local Alb?res region, and starting at a very reasonable 14? a bottle. an excellent pichet wine is also available at 7?50 per half litre. Some fine Spanish cava is there too. Being Belgian, Peter and Anna also regard beer as an integral part of the meal, with Jupiler draught, plus 13 other bottled examples from all over the country on offer, including some of the famous ones made by Trappist monks!

Of course, in addition to those wishing to eat a full meal,?anyone who? d like to just?pop in for a wine, beer , a nibble and a chat is equally welcome.

In summary, I?d say that La Pierranne offers something distinctly different on the local dining scene, particularly for lovers of Belgian cuisine and beer. All in a very welcoming and convivial atmosphere. The restaurant is small (max 10 tables), so, particularly at busy times, I?d recommend booking or phoning in advance to check.

Americans have been successful at getting some of their debts off their backs, but many still have a long way to go.
Low- and middle-income people are finding an escape difficult as they pay interest on top of interest. Forty percent have turned to their credit cards to cover basic living expenses such as rent, mortgage bills, groceries and utilities, according to a national survey by think tank Demos. Those surveyed were low- and middle-income people who carried a balance on their credit cards for at least three months.
Credit cards have been a safety net as people have lost jobs since 2008 and faced the pressure of high gas prices, said Amy Traub, senior policy analyst for Demos.
The 2008 financial crisis was a brutal wake-up call for many, as banks abruptly shut down cards and cut debt limits at the same time companies were tossing millions out of work. About 39 percent of households surveyed by Demos experienced some cuts in their credit, and about half of those reduced spending as a result. But 28 percent have taken on more debt in the past year.
Now, the average debt on cards held by low- and middle-income people is $7,145, compared with $9,887 in 2008, according to the survey. Fifty-one percent said cost-of-living expenses contributed most to their current card debt.
Some bought dubious debt-protection products, which suspend payments on obligations during times of hardship. A Government Accountability Office study calculated $2.4 billion in those products in 2009.
The greatest debt burdens are being carried by older Americans, with people 65 and over averaging $9,283 in credit card debt, according to the survey. Demos attributes problems to the financial crisis, which slashed household savings in 2008 and 2009 and left individuals insecure at retirement. Other analyses have suggested that seniors, who tend to rely on bonds, CDs and savings accounts, have struggled to cover living expenses as Federal Reserve policies have left interest rates near zero since the financial crisis.
Medical bills have also contributed to problems for seniors and others, Demos said. Nearly half of households carried debt from medical bills on their credit cards, with the average expense at $1,678.
Low- to middle-income people 25 to 34 cut the debt they had in 2008 in half but still owe more than $5,000 on average, the survey said. People 18 to 24 have the lowest obligations, at $2,982 on average. Still, people 18 to 34 were the most likely to increase their debt in the past three years.
About 35 percent of those carrying debt on their cards said a member of their household had been trying unsuccessfully to get a full-time job.
Other research shows young Americans were the most likely to be unemployed during the recession, while older workers experienced the most difficulty getting rehired. According to research by the Urban Institute, 1 in 4 between 25 and 34 lost their jobs in 2008-09. Most found jobs within six months but settled on average for pay cuts of 11 percent. In the 50 to 61 age group, only 1 in 6 lost jobs, but after six months most were still looking for work. Those finding new jobs settled for a 23 percent pay cut, on average.
According to Demos, 49 percent of low- and middle-income Americans dug into their savings in the last year to pay unforeseen expenses. But 43 percent say they had no regular savings, and 72 percent of that group had no money left after paying their bills.

NEW YORK (AP) ' Mike Woodson will return as the New York Knicks' coach after leading them to their first playoff victory in 11 years.
The Knicks removed the interim tag Friday and announced they had given Woodson a multiyear contract extension, rewarding him for a terrific finish to what had been a turbulent season.
Woodson led the Knicks to an 18-6 record after replacing Mike D'Antoni on March 14. The Knicks lost 4-1 to Miami in the first round, snapping an NBA-record, 13-game postseason losing streak by winning Game 4 for their first victory since 2001.
"Mike has the respect of every person in this organization," general manager Glen Grunwald said in a statement. "He and his staff led the team in an impressive push into the playoffs over the last 24 games and we believe he is the right man to lead the franchise as we move forward."
Terms of the deal weren't disclosed.
A first-round draft pick of the Knicks in 1980, Woodson returned to the team last summer as an assistant coach, providing a defensive-minded voice to D'Antoni's staff. Woodson's influence, combined with Defensive Player of the Year Tyson Chandler, moved the Knicks into the top half of the league's defensive rankings after they had been one the worst teams for years.
D'Antoni resigned March 14 when the Knicks were 18-24 and in danger of missing the playoffs. Woodson won his first five games and was praised by players for holding them more accountable to playing defense. Most importantly, he got the most out of Carmelo Anthony, who was having a disappointing season in D'Antoni's offense but was April's Eastern Conference player of the month.
"Mike took over the team under challenging circumstances and made it clear, starting on day one, that he was going to hold every player on our roster accountable," Madison Square Garden chairman James Dolan said. "We saw a significant improvement since Mike took over and believe our team will only keep improving under Mike's direction."
Anthony, Chandler and fellow star Amare Stoudemire had all backed Woodson's return when the season ended. And his chances of improving returned when the Knicks removed the interim tag from Grunwald, his former college teammate at Indiana, late in the regular season.
There was speculation the Knicks would reach out to another former Knick, 11-time champion coach Phil Jackson, but they decided not to make another change, believing they can continue to improve with a full season under Woodson.
He previously spent six seasons as coach of the Atlanta Hawks, improving his win total in every season until they went 53-29 in 2009-10. But he wasn't retained after they were swept in the conference semifinals for the second straight year.
Woodson then sat out a year before interviewing last summer for openings in Detroit ' where he was an assistant on the Pistons' NBA championship team in 2004 ' Minnesota and Houston. He then was hired by the Knicks on Aug. 29.
Woodson has a career 224-292 record as an NBA coach.

Analysis: Funds of hedge funds fight to stay relevant
ZURICH/LONDON (Reuters) - For funds which market themselves on their ability to spot the sharpest hedge fund minds, it could be their greatest challenge yet. Investors who once trusted them to find the best returns are gaining the expertise and confidence to do it themselves.
U.S. pension funds like the giant $240 billion California Public Employees Retirement System (CalPERS) have picked single hedge fund managers for years. Now smaller players are following suit.
Massachusetts' $48 billion state pension fund for instance recently completed a $500 million direct investing program, moving to cut its reliance on funds of funds.
Meanwhile, in Europe, pension funds for companies such as ABB, Nestle and Novartis are following the example set by insurers Swiss Re and Zurich Financial, Zurich University's hedge funds specialist Peter Meier said.
"Even some medium-sized pension funds are investing (in hedge funds) directly, while others have cut hedge fund investing entirely," he said, noting many investors had not returned after access to assets was restricted or blocked during the credit crisis.
The issue is significant because funds of funds, allowing investors to spread their risk, have hitherto helped channel billions of pounds in the direction of hedge fund managers.
And if the pool of fund of hedge funds shrinks, many smaller pension funds and less sophisticated investors could find it more difficult to access the returns generated by the $2 trillion hedge fund industry.
Also, a large block of sell orders from pensions invested in the same managers could force those managers to suspend withdrawals - a widespread occurrence during the 2008-2009 financial crisis.
"There is a great deal of pension fund investment overlap which may create issues if a consultant takes a manager off their buy list," said Max Gottschalk, co-founder of $8 billion fund of hedge funds Gottex.
HIGH FEES
Fund of funds charge their investors fees for selecting and then investing in hedge fund managers, and have proved popular with clients making their first move into these so-called alternative investments.
But the sector has also faced criticism for high fees and is yet to recover from redemptions during the financial crisis.
Returns have also been questioned. The average fund of funds is up 3.11 percent this year, less than the 4.38 percent gain for the average single manager, Hedge Fund Research shows.
With the trend towards direct pension fund investing gathering pace, smaller fund of funds houses even face the possibility they will not have enough assets to carry on, forcing them to shut down or merge with bigger rivals.
One large London-based manager, speaking on condition of anonymity, said its assets under management had stayed stable this year only by pulling clients away from smaller houses.
Fund of funds typically charge their investors an annual 1 percent management fee and 10 percent of performance over a certain benchmark - often the return on cash - on top of the fees underlying hedge fund managers charge.
By contrast, pension funds can pay less than the standard 2 percent management and 20 percent performance fee by negotiating directly with managers eager to pull in their cash.
But direct investing isn't free, as pension funds need to build in-house teams to assess manager records and run due diligence. Many also use fee-charging consultants to advise them on their investment choices.
INTERNAL TEAM
Tushar Patel, managing director of fund of funds Hedge Fund Investment Management, believes cost-conscious pension funds underestimate the difficulty of shaking up a poorly performing internal team rather than switching fund of fund providers.
"People don't realize that if you have your own internal team it's going to cost you at least $2 million, and if they don't perform you can't sack them in the same way you can pull your money from underperforming funds," Patel told Reuters.
The issue of hedge fund selection has come to the fore because pensions are increasingly turning to alternative assets as a way to help them fund huge liabilities in future years - a task made increasingly difficult by rock-bottom interest rates and volatile equities.
But in choosing hedge funds, U.S. and European pension managers have tended to buy into a select group of established names such as Brevan Howard and Winton Capital, which have performed well in wider market slumps like last year's.

Funds of hedge funds have been pronounced dead as often as South Park's Kenny, taking their most recent hits from the Madoff scandal, the financial crisis and the challenge from tightly regulated and more transparent and liquid UCITS funds.
To be sure, the vast majority of funds of hedge funds avoided Madoff, and a few managed to stay more liquid through the financial crisis than single hedge funds, winning kudos even as panicked clients swept in to redeem their money.
But as sovereign risks continue to rage in Europe, asset classes are becoming increasingly correlated, zeroing out the benefit of diversification, said Aureliano Gentilini, managing partner at Rome-based hedge funds consultancy Matema Srl.
"Because of that, it is imperative for funds of hedge funds to go back to basics; reverting to unbiased allocation models featuring true uncorrelated return patterns," Gentilini said.
To win back business, say market participants and experts, fund of funds need to demonstrate they can offer something distinct to what pension funds can increasingly do on their own.
Many believe this lies in spotting smaller, nimbler managers which pension funds do not have the time or expertise to assess - a sector which has often outperformed the bigger, better-known hedge funds facing capacity constraints.
"Funds of funds still give large institutions access to niche strategies, smaller managers, emerging managers or regional products where they just don't have the resources or expertise to do research," said Gottex's Gottschalk.
