US official: Allen emails not sexually explicit

WASHINGTON (AP) ? Senior U.S. officials who have read emails exchanged by the top U.S. commander in Afghanistan and a Florida socialite say they were not sexually explicit or seductive.

A senior U.S. official tells The Associated Press that those who have read the exchanges between Gen. John Allen and socialite Jill Kelley found them to be relatively innocuous even though they might be construed as unprofessional and flirty.

The official says the emails included pet names such as "sweetheart" and "dear" but didn't offer evidence of an affair or classified information put at risk.

The official was not authorized to discuss the email publicly and requested anonymity.

Kelley reportedly received threatening emails from the woman with whom former CIA Director David Petraeus had an affair, Paula Broadwell, that led to his resignation.

(AP) ? Asian stock markets fell Tuesday, after Europe's finance ministers postponed approval of an urgently needed aid payment for debt-mired Greece.

The ministers, meeting Monday in Brussels, delayed approval of the next ?31.5 billion ($40 billion) installment of Greece's bailout loan. They did give Greece two additional years ? until 2016 ? to make fundamental changes to its economy that are a condition of its emergency bailout package.

International lenders have twice agreed to bail out Greece to keep the country from defaulting on its massive debts and a messy exit from the euro currency union. They have pledged a total of ?240 billion in rescue loans, and the country has received about ?150 billion of those loans so far.

Analysts at Credit Agricole CIB in Hong Kong said in a market commentary that the failure to deliver Greece's next installment "came as no surprise."

"The Asian region is weaker as Greece concerns continue to cap markets and dent confidence. After having been in a holding pattern, markets have finally given up their grip on some key support levels," said Stan Shamu of IG Markets in Melbourne.

Japan's Nikkei 225 index fell 0.3 percent to 8,650.99. Hong Kong's Hang Seng lost 0.8 percent at 21,267.03. South Korea's Kospi dropped 0.7 percent to 1,887.23. Australia's S&P/ASX 200 tumbled 1.5 percent to 4,379.80.

Markets continued their slump from Monday, when government data released in New Delhi showed India's industrial production contracting 0.4 percent in September, far worse than expected. Manufacturing output continued to slump amid signs of weakness in investment and consumer demand.

The results indicate that Asia's third-largest economy still has a way to go to pull itself out of its current slowdown.

U.S. stocks closed nearly unchanged Monday, after a day of uneven trading plagued by investors' fears about the approaching "fiscal cliff."

The fiscal cliff refers to government spending cuts and tax increases that are scheduled to kick in at the beginning of the new year, unless a divided Congress and the White House can work out a compromise before then.

The Dow Jones industrial average finished down 0.31 points at 12,815.08. The Standard & Poor's 500 index rose 0.18 points to 1,380.03. The Nasdaq composite index fell 0.61 points to 2,904.26.

Benchmark oil for December delivery fell 54 cents to $85.03 per barrel in electronic trading on the New York Mercantile Exchange. The contract fell 50 cents to finish at $85.57 per barrel.

In currencies, the euro fell to $1.2682 from $1.2714 late Monday in New York. The dollar from fell to 79.31 yen from 79.46 yen.

News chief steps aside as BBC crisis deepens

LONDON (Reuters) - The head of news at the British Broadcasting Corporation stepped aside on Monday after a program falsely accusing a former senior politician of child abuse sparked one of the worst crises in the publicly-funded broadcaster's 90-year history.

The BBC has been rocked by two news programs, one that falsely accused the politician which was broadcast last week, and another which alleged child sex abuse by a former star presenter, the late Jimmy Savile, but which was not aired.

The affair, which raised questions about ethics, competence and management at the BBC, has claimed the scalp of Director General George Entwistle and prompted its chairman to warn that the world's biggest broadcaster was doomed unless it reformed.

Helen Boaden, director of BBC News, and her deputy Stephen Mitchell, stepped aside pending a review of why editors spiked the report last year on Savile, who has been accused of abusing children on BBC premises.

Some BBC staff have cast the 22,000-strong Corporation as a bureaucratic behemoth where journalistic talent is throttled by incompetent managers, and opponents - and even some allies - questioned whether it could survive in its current form.

"Everything is in play and I think this is becoming an existential threat to the BBC, not just in terms of the future of the corporation in its current form but in terms of the concept of public service broadcasting as a whole," said a source close to the inner workings of the BBC.

"They are fast running out of options, they're half way down the management list already," said the source, who asked for anonymity because of the sensitivity of the situation.

Entwistle resigned as director general on Saturday, just two months into the job, to take responsibility for the report which wrongly said an unidentified Conservative figure from the era of Prime Minister Margaret Thatcher had raped boys in social care.

But the man, later identified on the Internet as Lord Alistair McAlpine, vehemently denied the allegation and his lawyer has threatened legal action against Newsnight, the BBC's flagship current affairs show which broadcast the mistaken allegations.

The BBC has apologized for the report, which it said was shoddy journalism and wrong. The abuse victim who was the source of the allegation said it was a case of mistaken identity and has also apologized to McAlpine.

"BONKERS" BUREAUCRACY

Entwistle's exit failed to cool the crisis: the government said it was hard to justify his payoff of a year's salary of 450,000 pounds ($715,900) from an organization funded by a 145.50 pound annual levy on households with a television.

"This is a large amount of money, and tough to justify considering the circumstances of Mr Entwistle's departure and his contractual arrangements," Culture Minister Maria Miller said.

Viewers expressed anger at the size of the payoff. "I'm upset, they've messed up. I've just paid my license fee as well and they've gone and rewarded this guy with a massive payoff," said Patrick Daguiar, 49, at London's Liverpool Street Station.

"If they can't get their act together then we should just do away with the license fee and they can survive on advertising like everyone else."

BBC staff say the poor handling of the abuse allegations against Savile, a DJ turned television star who is suspected of sexually abusing dozens of children, and the flawed Newsnight report showed the broadcaster had veered far from its roots.

Disturbed by both the commercialism of American radio and the state controls imposed in the Soviet Union, the BBC's founding father, John Reith, had intended the BBC to educate, inform and entertain when it was founded in 1922.

But staff said bureaucracy had bloated in recent years, including under Entwistle's predecessor Mark Thompson, who is set to become chief executive of the New York Times Co on Monday. Thompson served as BBC chief from 2004 to 2012.

"It is still over managed and the management still speak gobbledygook (nonsense)," said David Dimbleby, one of the BBC's most accomplished broadcasters.

"Any editor, any head of a department spends their lives filling in forms, answering questions about things that are really not necessary using a language that is so arcane ... It has gone bonkers at that level," he said.

The BBC is already undertaking a plan to cut 2,000 jobs.

"BUSTED BEEB?"

Criticized by both Conservative and Labour governments, the BBC's last major crisis was in 2004 when a public inquiry over a report alleging government impropriety in the build-up to the war in Iraq led to the resignation of both Director General Greg Dyke and Chairman Gavyn Davies.

Commercial rivals, including publications owned by media tycoon Rupert Murdoch's News Corp, called for Chairman of the BBC Trust Chris Patten to resign.

"Patten represents all that is worst about public sector complacency," the Sun said in its editorial under the headline "Busted Beeb". "Nothing can ever come right at the BBC while Patten is there."

A senior Conservative lawmaker, who spoke on condition of anonymity, said Patten had been a disaster and that he had no confidence in him.

When asked if Cameron still had confidence in the 68-year-old Patten, himself once a senior Conservative politician, the prime minister's spokesman said: "Yes."

"The important thing is for Chris Patten to lead the BBC out of its present difficulties and that has to be the priority," the spokesman said. "It's important that the BBC grip this and that credibility and public trust is restored."

Patten, best known for handing control of Hong Kong back to China in 1997, told the BBC on Sunday that without public trust the BBC was doomed.

A poll commissioned by the BBC after the Savile revelations but before the latest debacle showed that public confidence in the broadcaster had declined. The poll showed 47 percent of respondents said they felt the BBC could no longer be trusted while 45 percent did trust the corporation.

When a similar study was undertaken in 2009, 62 percent of people felt the BBC was a trusted source.

"The BBC is all about trust. The BBC needs to be trusted. If we haven't got that, we don't have anything," acting Director General Tim Davie told the BBC.

Britain unveils first energy efficiency drive

LONDON (Reuters) - Britain could save electricity equal to the generation of 22 power stations by improving efficiency, the Department of Energy and Climate Changes (DECC) said on Monday as it unveiled the UK's first energy efficiency drive.

Cutting electricity consumption in British homes, businesses and factories would help the country meet greenhouse gas reduction targets and ease the need to replace ageing power stations in the coming decades.

"The UK could be saving 196 TWh (terawatt-hours) in 2020, equivalent to 22 power stations, through cost-effective investment in energy efficiency," DECC said.

The initiative includes 39 million pounds of government funding to research how British businesses and homes use energy.

The UK's efficiency strategy comes as the government readies landmark reforms governing how Britain will generate power in the coming decades and increase customer choice in the retail electricity sector.

"Using energy more wisely is absolutely vital in a world of increased pressure on resources and rising prices. Not only can energy efficiency help save money on bills and cut emissions, it can support green jobs, innovation and enterprise," Greg Barker, Britain's climate change minister, said in a statement.

The government also said on Monday it would introduce a product-labelling trial next year, along with retailer John Lewis, which will show the lifetime running costs of household appliances to encourage shoppers to choose energy efficient models.

Energy consumed by lighting, appliances and devices has risen 20 percent from a decade ago, mainly through higher demand for computer equipment, televisions and tumble dryers, government figures show.

Policymakers will also have to find new ways of cutting demand for heating from Britain's old and leaky housing stock, which was responsible for around 37 percent of Britain's non-transport emissions last year, the government-funded Energy Saving Trust told Reuters.

Euro finance ministers to discuss Greece's future - Markets news

BRUSSELS (AP) ? Greece's international creditors appeared split Monday on whether they were ready to take decisive action to help Greece dig out of its mountain of debt and get back on the path to growth.

Greece is waiting for the next ?31.5 billion ($40 billion) installment of its bailout loan before it faces a bond repayment Friday that it may not be able to afford without the tranche, and it has passed a series of reforms this week to meet the conditions of the loan. But in recent months, it has become clear that country's bailout program is way off track, and deep disagreements persist among its creditors on how to right it. Those disputes have been partly responsible for holding up the disbursement of the latest batch of loans.

Jean-Claude Juncker, head of the group of finance ministers from the 17 euro countries, said Monday that Greece's international creditors have prepared a "positive" report assessing Greece's progress ? but it is not complete. It doesn't address the crucial question of debt sustainability.

He spoke as he headed into a meeting of the finance ministers that is expected to tussle with that question. Current projections suggest Greece won't make the 2020 deadline for slashing its debt to 120 percent of its GDP.

Germany's finance minister, Wolfgang Schaeuble, said Greece can't receive the next installment of its bailout loan until that problem is solved. "We first have to see if Greece has delivered," he said, as he headed into the meeting Monday. "I have not seen this."

Still, French Finance Minister Pierre Moscovici said the ministers had to reach some sort of over-arching agreement on how to move forward on Greece. "I hope tonight we can find a political agreement in order to say we can go on with the Greek program, let's put the problems behind us and let's rebuild confidence in the eurozone," he said.

He added that the ministers couldn't ignore the tremendous sacrifices Greece had made in recent days, approving a raft of reform measures and an austerity budget for next year. "There were these votes, they were courageous," Moscovici said. "We shouldn't turn a deaf ear."

Christine Lagarde, president of the International Monetary Fund, sounded a similar note. "Greece has done an awful lot of work, and now it is time for the creditors to do the same," she said. What the country needs, she said, was "not a quick fix but a real fix."

The issue of Greece's debt is a divisive and important one. If Greece's debts can't be reduced to a level where the country no longer relies on further international bailouts, then the ?240 billion ($305 billion) in bailout loans already agreed for Greece will have been wasted. Current projections suggest Greece is far from reaching its 2020 debt-to-GDP deadline.

Greece has been asking for more time to implement reforms and budget cuts ? hoping that a slower pace will release the stranglehold such cuts have on the economy. The country is mired in a deep recession heading into its sixth year, with more than a quarter of Greeks unemployed.

Without growth, Greece can't ever hope to collect enough in taxes to put a dent in its debts. But easing up on the timeline will cost more money, and politicians in other countries are nervous they won't be able to sell that to voters. Some countries are also irritated that Greece has consistently missed the deadlines set for it.

Many economists have argued that the country doesn't just need more time but an outright reduction in its debt, with its Eurozone creditors agreeing to take losses on some of their loans. Moscovici and other ministers declined to comment on whether their countries would agree to wipe out some of the debt they hold.

Whatever the outcome of Monday's meeting, no decision on giving Greece the ?31.5 billion loan will be made because some eurozone parliaments must approve the deal first.

BBC must reform or face uncertain future, says chairman

LONDON (Reuters) - Britain's BBC must undergo a radical overhaul in the wake of "shoddy" journalism which led to the resignation of its chief or its future will be in doubt, the head of the state-funded broadcaster's governing body said on Sunday.

Chris Patten, chairman of the BBC Trust, said opponents of the BBC, especially Rupert Murdoch's media empire, would take advantage of the turmoil to up the pressure on its long-term rival.

"If you're saying, does the BBC need a thorough structural radical overhaul, then absolutely it does and that is what we will have to do," Patten, a one-time senior figure in Prime Minister David Cameron's Conservative Party and the last British governor of Hong Kong, told BBC TV.

BBC Director General George Entwistle resigned late on Saturday just two months into the job, after the corporation's flagship news program aired mistaken allegations of child sex abuse against a former leading politician.

Already under pressure after revelations that a long-time star presenter had been a pedophile, Entwistle quit saying the unacceptable standards of the Newsnight report had damaged the public's confidence in the 90-year-old BBC.

"As the director general of the BBC, I am ultimately responsible for all content as the editor-in-chief, and I have therefore decided that the honorable thing for me to do is to step down," he said.

Patten joined critics who said a complex hierarchical management structure at the BBC was party to blame. One of the BBC's most prominent journalists Jeremy Paxman, a Newsnight presenter, said in recent years, management had become bloated while cash was cut from program budgets.

"He (Entwistle) has been brought low by cowards and incompetents," Paxman said in a statement.

Patten, in charge of finding a successor to sort out the turmoil at an institution affectionately known as "Auntie", said changes needed to be made after describing the Newsnight journalism as "shoddy".

CHINESE COMMUNIST PARTY

"One of the jokes I made, and actually it wasn't all that funny, when I came to the BBC ... was that there were more senior leaders in the BBC than there were in the Chinese communist party," Patten said.

Entwistle only succeeded Mark Thompson, set to take over as chief executive of the New York Times Co, in September and almost immediately faced one of the biggest crises in the history of the BBC, funded by a license fee paid by TV viewers.

This was the revelation by rival broadcaster ITV that the late Jimmy Savile, one of the most recognizable personalities on British television in the 1960s, 70s and 80s, had sexually abused young girls, some on BBC premises.

Suggestions then surfaced of a pedophile ring inside the BBC at the time, and a cover-up. Police have launched an inquiry and detectives said they had arrested their third suspect on Sunday, a man in his 70s from Cambridgeshire in central England.

Entwistle was condemned for the BBC's slow response to the Savile furor and then lambasted after it emerged that Newsnight had axed a planned expose into Savile shortly after his death and that the broadcaster had gone ahead with tributes instead.

His appearance before a parliamentary committee provoked mockery, with one lawmaker saying he had shown a "lamentable lack of knowledge" of what was going on at his own organization.

Thompson has also faced questions from staff at the New York Times over whether he is still the right person to take one of the biggest jobs in American newspaper publishing.

The knives were out for Entwistle on Friday after the BBC apologized for the mistaken allegation that an ex-politician, later identified on the Internet as a close ally of former prime minister Margaret Thatcher, had abused children, and had not asked him for a comment before broadcast.

The last straw came when Entwistle was forced to admit on BBC radio that he had not been told about the Newsnight report before it aired nor known - or asked - who the alleged abuser was until the name appeared in social media.

FIASCO

Asked if the Newsnight fiasco was just an embarrassing episode or something more fundamental, Home Secretary (interior minister) Theresa May said: "I think it's between the two.

"There is an issue about the quality of journalism which is what the BBC has been renowned for over the years, so that strikes at the heart of the BBC."

While respected around the world, the BBC has long been resented by its commercial rivals, who argue the license fee gives it an unfair advantage and distorts the market.

Murdoch's Sun tabloid gleefully reported Entwistle's departure with the headline "Bye Bye Chump" and Patten said News Corp and others would put the boot in, happy to deflect attention after a phone-hacking scandal put the newspaper industry under painful, intense scrutiny.

"You've only got to watch television in America or France or Italy to know how good the BBC is. The basis for the license fee, the basis for the BBC's position in this country, is the trust that people have in it," he said

"If the BBC loses that, it's over. There are one or two newspapers, Mr Murdoch's papers, who would love that but I think the great British public doesn't want to see that happen."

Murdoch himself was watching from afar. "BBC getting into deeper mess. After Savile scandal, now prominent news program falsely names senior pol as pedophile," he wrote on his Twitter website on Saturday.

Javier Bardem plays the villain in this one. He's creepy good as the bad guy, making this movie that much better.

We learn more about Bond in this film than any of the othes, as he tries to come to grips with his mortality and the fact that his type of spying has become obsolete due to technology. But as you might have guessed, when it's time to kick some butt?Who you gonna call?

A great supporting cast including Judi Dench and Ralph Fiennes add their talents in this visually stunning film that takes you from London to exotic Asian locales with eye candy popping out in every scene. ?

There are great shootouts and hand-to-hand combat sequences in this movie. The flick-o-meter gives 'Skyfall' a five out of five. Sure, it falls victim to cliches like implausible escapes and Bond's ability to dodge just about every bullet fired at him?but if he did get hit, that would be the end of the series, and we don't want that. This means that about 1 in every 5 parents is thinking about how to discuss this with their child. Creating a healthful home environment, modeling healthful behaviors, and providing encouragement and support to adolescents for positive behavior changes may be more effective than communicating with adolescents about weight-related topics, according to a new study released in the November/December 2012 issue of the Journal of Nutrition Education and Behavior.

According to the Institute of Medicine, Committee on Prevention of Obesity in Children and Youth, overweight and obese adolescents have an increased risk for physical comorbidities, including type 2 diabetes and negative psychosocial consequences stemming from the stigma associated with being overweight. With the rise in childhood obesity, development regarding interventions specifically for parents of overweight adolescents could be part of the solution.

Considering the challenges associated with parenting adolescents in general, and to identify potential targets for interventions, it is important to recognize issues faced specifically by parents of overweight adolescents. Investigators from the University of Minnesota posed two questions: (1) what issues do parents of overweight adolescents face? and (2) what advice do parents of overweight adolescents have for other parents? Twenty-seven adolescents and their parents were surveyed to determine factors contributing to successful weight loss among adolescents.

The investigators found that the issues raised by parents included difficulties encountered in effectively communicating with their adolescent about weight-related topics, perceived inability to control the adolescent?s decisions about eating and physical activity, concern for the adolescent?s physical and mental well-being, and feelings of personal responsibility for the adolescent?s weight issues. Parental advice for helping overweight adolescents included having a healthful home environment, modeling healthful behaviors, and providing encouragement and support to adolescents for positive behavior changes.

Australia?s giant eucalyptus trees, the tallest flowering plants on earth, should be classified as a species of rain forest tree, a new study reports.

Giant eucalyptus trees in Australia rely on wildfires to help clear out the competition.

This was the conclusion drawn by David Bowman, a forest ecologist at the University of Tasmania in Australia and one the study?s authors. He and his colleagues propose their idea in the current issue of the journal New Phytologist.

They did a comparative analysis with other rain forest trees and report that Eucalyptus regnans grows within the boundaries of Australia?s rain forests, and shares traits with rain forest trees. In the past, the tree has been classified as unique vegetation in Australia because it has an unusual dependency on fire that allows it to outcompete other trees. Its seeds are protected from wildfires in aerial capsules, and after a fire they fall to the scorched ground and proliferate.

?These pathetic little seeds, the size of a pinhead, grow like Jack?s beanstalk,? Dr. Bowman said. ?It?s some of the fastest growth on earth, and then they can sit back and rule the forest until they die.?

Rain forest trees generally are intolerant to shade and require open ground that is free of an overhead canopy for their seeds to germinate, Dr. Bowman said.

Although the eucalyptus depends on wildfires to create these circumstances, it too has these traits.

Classifying the species as a rain forest tree may help preserve the giant eucalyptus, which in recent years has been overharvested.

?It requires a shift in thinking,? Dr. Bowman said. ?Calling them rain forest trees might put people on better behavior.?

Election 2012: Voting issues emerge

Long lines, voter IDs, crashed computers were reported following Tuesday's voting. The effects of hurricane Sandy were a factor in New York and New Jersey.?

U.S. voters complained about erratic implementation of?voter ID laws, while long lines and makeshift polling sites in storm-hit?New York and New Jersey?added to confusion in a bitterly contested presidential election.

Watchdog groups reported complaints from people turned away from polls because they did not have identification in states like?Pennsylvania, where ID was not required. In swing states?Virginia?and?Florida, long lines led to numerous complaints and fears that people would give up without casting a ballot, while large numbers of people in?Ohio?reported being forced to vote by provisional ballot.

It was unclear what impact the voting irregularities might have on an election that caps a close presidential campaign between Democratic President?Barack Obama?and Republican challenger Mitt Romney.

Throughout the day, voters in?Pennsylvania, which saw court battles over controversial?voter ID requirements, reported getting conflicting messages over whether an identification was required to vote. A federal judge had ruled the new?voter ID law could not be implemented this election because there was not enough time to ensure all registered voters had proper identification.

But poll workers were still requesting voter IDs, and reports surfaced of people being turned away if they could not produce one, witnesses and watchdog groups reported.

"Poll workers have been poorly and wrongfully trained, and they are standing there and sitting there and requiring people to show ID, and sending people home if they don't have the ID," said?Barbara Arnwine, executive director of the Lawyers' Committee for Civil Rights.

The?Lawyers' Committee, which helps run an Election Protection hot line that collects reports of problems at the polls, said there were signs outside some voting areas in parts of?Pennsylvania?falsely telling people they needed an ID.

Pennsylvania's ID rules were among a raft of new voting laws passed mostly by Republican-led legislatures in dozens of states since 2011. The courts have thrown out the harshest of the new laws, or at least ordered delayed implementation.

Republicans had their own complaints in?Pennsylvania. The party got a court order to reinstate 75 Republican election officials in?Philadelphia?who allegedly were prohibited from entering polling places.

Election Protection had received more than 80,000 calls from people reporting various problems. Many of the calls came from?Pennsylvania,?New Jersey?and?New York.

Good news for coast: Nor'easter to weaken

NEW YORK (AP) ? Weather experts had good news for beleaguered northeast coastal residents Tuesday: A new storm that threatened to complicate Hurricane Sandy cleanup efforts on Wednesday now looks like it will be weaker than expected.

As the storm moves up the Atlantic coast from Florida it now is expected to veer farther offshore than earlier projections had indicated. Jeff Masters of the private weather service Weather Underground says that means less wind and rainfall on land.

Even so, he said winds could still gust to 50 mph in New York and New Jersey Wednesday afternoon and evening.

And Lauren Nash, a meteorologist from the National Weather Service, said wind gusts might blow down tree limbs weakened from Sandy and cause more power outages. On Wednesday night, gusts may occasionally reach 60 mph in coastal Connecticut and Long Island, she said.

New Jersey Gov. Chris Christie warned Tuesday that high winds may mean some residents who regained power will lose it again, and the wind could also slow efforts to restore power. There is "nothing we can do to stop the storms," he said.

Storm surges along the coasts of New Jersey and New York are expected to reach perhaps 3 feet, only half to a third of what Hurricane Sandy caused last week, Masters said. While that should produce only minor flooding, he said it will still cause some erosion problems along the New Jersey coast and the shores of Long Island, where Sandy destroyed some protective dunes.

Coastal Virginia could also get a surge of 2 or 3 feet, causing minor flooding on the east side of Chesapeake Bay during high tides Wednesday morning and evening, he said.

However, most of the storm's rain will stay offshore, with maybe an inch or two expected in Massachusetts and less than an inch elsewhere along the coast, he said.

Up to an inch of snow may fall in northeastern New Jersey and the lower Hudson River valley, weather service meteorologist Mike Layer said. Central Massachusetts and western Connecticut also could get an inch or two of snow, according to Masters.

Along the Jersey shore, which was devastated by last week's superstorm, there was some relief that damage projections from the nor'easter have been scaled back. But there was still concern about the ocean barreling past beaches and dunes that were largely washed away.

High winds might be "pushing that water right back across flat dunes and flooding the town again," said Dan Friendly, who lives on Ocean Avenue in Point Pleasant Beach in a neighborhood hard-hit by Sandy.

In neighboring Bay Head, heavy machinery was used to hastily push sand piles back into where well-rooted dune systems once stood.

"We no longer have a dune system; there are just piles of sand back on the beach," said Councilwoman D'Arcy Rohan Green. "Hopefully, they will hold."
